Tier 2 Reporting

What is Tier 2 Reporting?

Tier 2 reports (also written as “Tier II”) are required by the EPA for facilities that store hazardous chemicals above certain threshold quantities. Facilities who trigger reporting requirements must complete the report by March 1 of each year for chemicals stored during the previous calendar year, and must submit the report to local emergency response agencies. The EPA established Tier 2 reporting obligations through the Emergency Planning and Community Right to Know Act (EPCRA). Certain very toxic chemicals called Extremely Hazardous Substances (EHSs), including sulfuric acid found in forklift batteries, require reporting in much smaller quantities.

Why Do Tier 2 Reports?

Tier II reports detail the chemical storage practices at your facility and helps get this crucial information into the hands of the people who need it most, like your local fire department, SERC, and LEPC. Unfortunately, emergency response personnel are often responding to chemical incidents without this information. For instance, Tier 2 reports help emergency response personnel to:

  • Know what bulk chemicals or EHSs are stored
  • Prepare PPE and response procedures
  • Save time by going directly to chemical storage areas
  • Prevent chemical incidents from going from bad to worse
