For many organizations, chemical management has traditionally been viewed through the lens of compliance. Do we have an up-to-date safety data sheet (SDS) for every chemical? Are containers properly labeled? Is our chemical inventory accurate? Are we meeting applicable reporting requirements?

Those are important questions. But they aren’t the only questions organizations should be asking.

A chemical can have an up-to-date SDS, appear on the correct inventory, and meet applicable regulatory requirements, but still present significant risks to workers and the business. That’s why, in our previous blogs, we emphasized that there’s more to chemical management than SDS management, and discussed the hidden costs of manual chemical tracking.

To put it succinctly, compliance should be the floor for chemical management, not the ceiling.

A more proactive approach uses the information organizations already collect for compliance to understand chemical risk, prioritize action, and make better decisions. It moves chemical management from an administrative requirement toward an everyday part of protecting workers and maintaining resilient operations.

Compliance Is Essential, But It Doesn’t Tell the Whole Story

Regulations provide an essential foundation for chemical safety. Requirements around hazard communication, SDSs, labeling, inventories, and reporting help ensure organizations have critical information about the chemicals in their workplaces.

But compliance requirements generally establish a baseline. Regulations cannot possibly address all the specific chemical hazards in your workplace. This is why, OSHA’s HazCom Standard, for example, requires employers to develop a site-specific written HazCom Plan and provide workplace training that addresses the chemical hazards, workplace labeling system, methods of providing SDS access, and other key details of site chemical management. The point is that there’s always more to do regarding identification and control of chemical hazards than regulations can spell out for you.

This context explains why regulatory compliance alone doesn’t necessarily tell you which chemical risks deserve the most attention or where opportunities exist to reduce them.

Consider an organization with a complete and accurate chemical inventory. That’s an important accomplishment. But an inventory alone may not answer questions, such as:

  • Which chemicals present the greatest potential risk to workers?
  • Where are highly hazardous chemicals being used?
  • Are workers using chemicals in ways that could create significant exposure?
  • Are there chemicals of concern that could potentially be replaced with safer alternatives?
  • Which operations could be affected by an emerging restriction or regulatory change?
  • Are similar facilities managing the same chemical risks differently?

Answering those questions requires moving beyond documentation and visibility to insight. The progression looks something like this:

Documentation → Visibility → Insight → Action → Risk Reduction

Chemical Risks Exist Independently of Your Audit Findings

It’s easy for chemical management to become associated primarily with regulatory deadlines, audits, and inspections. But there’s a danger of falling into the mindset of thinking, even if subconsciously, that chemical risks only start existing at the point when an audit or regulator finds them. That’s a type of magical thinking that many people unconsciously fall into because it’s preferable to admitting that chemical risks have escaped awareness up until now.

The hard truth is that these chemical risks exist every day chemicals are purchased, received, stored, transferred, handled, and used.

That makes chemical management an everyday safety issue. Workers can face acute hazards from spills, incompatible chemicals, or improper handling as well as longer-term risks from repeated exposure to hazardous substances.

But chemical risk can also become an operational issue.

A chemical that requires extensive controls can affect how work is performed. A newly restricted substance can disrupt an established process. A supply interruption can leave an organization searching for an alternative to a critical material. An incident involving a hazardous chemical can interrupt production, consume internal resources, and create consequences that extend well beyond the initial safety event.

Viewed this way, chemical management isn’t simply about maintaining compliance documentation. It’s also about understanding a category of risk that can affect people, processes, and business continuity.

Moving from Chemical Information to Chemical Intelligence

Recall the previous insight that the progression you want looks like this:

Documentation → Visibility → Insight → Action → Risk Reduction

That’s the direction you want to move in, but how do you get moving? Most organizations already possess a tremendous amount of information about their chemicals. The challenge is turning that information into something people can use to make decisions.

While SDSs alone aren’t sufficient, they’re a great starting point. An SDS provides detailed information about the chemical’s hazards, handling requirements, exposure controls, physical properties, and more. A chemical inventory provides visibility into which chemicals are present and, ideally, where they are located.

Together, those resources create a valuable foundation. The next step is using that foundation to generate insight.

Instead of simply asking, “Do we have this chemical in our inventory?”, organizations can begin asking, “What does having this chemical here mean for our risk?”

That shift opens the door to more useful questions:

Which chemicals or locations should we prioritize? Where might substitution reduce risk? Are there patterns across facilities that aren’t obvious when each location is viewed independently? Could a regulatory development affect a chemical that is critical to an important process?

When you make this shift, chemical data stops being something an organization simply maintains and starts becoming something it can use.

What Does Proactive Chemical Risk Management Look Like?

Moving toward proactive chemical management doesn’t mean abandoning the compliance activities organizations already perform. It means building on them.

A more mature program can use chemical information to identify potential issues before they become incidents, compliance problems, or operational disruptions.

That could mean evaluating a chemical’s hazards before approving it for purchase rather than discovering concerns after it arrives onsite, leveling up your chemical procurement process. It could mean identifying higher-risk chemicals and processes, so limited EHS resources can be directed toward the areas where they can have the greatest impact.

It can also mean looking beyond individual chemicals.

When organizations have visibility across facilities, they can begin identifying patterns. Perhaps one location has already found a safer alternative to a chemical still used elsewhere. Perhaps multiple facilities use different products for the same task, creating an opportunity to standardize around a lower-risk option. Or perhaps an emerging restriction affects a substance used across several critical operations.

These insights allow chemical management to become more preventive.

Instead of waiting for an incident, audit finding, regulatory deadline, or operational problem to force action, organizations can identify opportunities to reduce risk earlier.

Moving from Reacting to Risk to Managing Risk

The difference becomes clearer when we compare the questions organizations ask.

A compliance-focused program might ask: Do we have the SDS?

A proactive program also asks: What does the SDS tell us that should influence how this chemical is used?

A compliance-focused program might ask: Is this chemical in our inventory?

A proactive program also asks: Where is it being used, what risks does that create, and should we be using it at all?

A compliance-focused program might ask: Does this chemical meet today’s regulatory requirements?

A proactive program also asks: Are there emerging concerns that could affect how we use this chemical tomorrow?

And instead of waiting for an exposure, incident, or restriction to create urgency, a proactive program asks: Where can we reduce risk before something goes wrong?

That’s the transition from chemical administration to chemical risk management, and it’s easier if you have the right support.

Transferring Chemicals

You can also identify if any chemicals in your inventory or their ingredients are poly and perfluoroalkyl substances (PFAS), known as forever chemicals. The availability of information about disposal sites impacted by historical contamination with PFAS on one hand, and the environmental persistence and health effects of PFAS exposure on the other, has been a wake-up call to regulators, consumers, investors, and businesses throughout the supply chain.

For example, EPA has added many PFAS to the list of TRI/Form R chemicals, and every PFAS added to date has a reportable threshold of only 100 pounds, whether manufactured, processed, or otherwise used, which makes it that much more urgent for companies to accurately track PFAS. In the EU, some PFAS have been added to the list of Substances of Very High Concern (SVHCs) and are targeted for additional regulation. And beyond regulations, all stakeholders increasingly demand businesses they deal with to demonstrate accountability and governance of PFAS.

In all these ways, better access to better chemical information matters. It’s a necessary step toward not only addressing compliance gaps, but ultimately moving beyond compliance toward a more proactive management approach that builds resilience.

Proactive Chemical Management Makes Your Business More Resilient

Building resilience is a key business outcome because it helps organizations better prepare for change.

Think about all of the changes that can happen in the chemical management domain. Chemical regulations evolve. Supply chains change. New hazard information emerges. Business operations shift, partly because of all the preceding factors.

When organizations understand not just what chemicals they have, but where they are used, why they are important, and what risks they present, they are better positioned to respond.

Consider the difference an early warning can make. If an organization identifies a chemical that could be affected by an emerging restriction, it may have time to investigate alternatives, test them, engage suppliers, and modify processes deliberately.

Discovering the same issue when a regulatory deadline or supply disruption is imminent creates a very different situation. You’re forced to react quickly, which is seldom a good predictor of success and long-term business strategy alignment.

The same principle applies to risk reduction. When you identify a hazardous chemical before an incident happens or stakeholders raise an objection, you create options. Organizations can consider substitution, engineering controls, process changes, or other measures on their own timeline, rather than reacting under pressure, which may result in rushed, sub-optimal decisions.

That flexibility is a major ingredient of business resilience.

Chemical risk management, therefore, isn’t solely an EHS responsibility or a compliance exercise. Done well, it can support decisions across EHS, operations, procurement, supply chain, and other functions that depend on chemicals to keep the business running.

This ability to incorporate EHS insights into broader company decision making is part of the larger story of EHS in transition. The 2026 EHS 360 Benchmark Report surveyed over 1,000 EHS professionals about their perceptions of the changing role of EHS in their organizations. Most reported that EHS professionals are gaining a seat at the table in decision making related to risk and business management and company leadership is becoming more strategic in their approach to EHS.

The ability to have better insights about chemical hazards is, therefore, a prerequisite of the new era of EHS. Once again, the right support can help you get there.   • Documentation gives organizations essential information about their chemicals.

That’s the opportunity you have in moving beyond a compliance-first view of chemical management. Compliance establishes an important baseline. Proactive chemical risk management asks what more an organization can learn and do with the information it already has.

Because the question isn’t simply whether your chemicals management practices are in compliance. The deeper question is whether you understand their risks well enough to make better decisions about them.
